The gross load capacity must always be divided in half for drying loads. Therefore, in a 7kg washer-dryer, the load must be 3-4kg each time depending on the specific programme you select.

Your laundry may still be wet for various reasons. Check that a spin cycle was definitely selected and that a high enough spin speed was set for the type of laundry in question. Another possible cause could be a blocked filter (cleaning required) or blocked drainage pump.
